    Rust 1.98.0 and a refreshed dependency graph.

    Marked pre-release: this build is incomplete. The x86_64 Windows leg did
    not run -- its runner host was offline -- so Agent-Joule-x86_64-windows.zip
    and the matching installer are absent. Every other target (macOS aarch64 and
    x86_64, Linux x86_64 and aarch64, Windows aarch64) is present and was built
    from this tag. v0.3.9 remains the latest complete release.

    Homebrew already points at 0.3.10. Scoop deliberately does not, because its
    64-bit entry would reference the missing zip.

    This is the first release built with checkout pinned to the tag, so every
    asset here contains exactly what v0.3.10 contains.
